Michael,
1. The foam is for the screws if they rattle. The tar is for the speaker grill if it doesn’t fit snugly.
2. If possible, stuff the un-insulated wall with some bat insulation to even out the two sides. The liners available constrict the air pressure needed behind the speaker, inhibiting bass (lows).
